The School Government Bodies Of The Foundation Gimnasio Moderno
The school government of the Foundation Gimnasio Moderno consists of the Electors Body, the Full Chamber and the Superior Council. It is referred as the school government of the Foundation Gimnasio Moderno and not simply the Gimnasio Moderno, because the foundation, as a legal entity, has the possibility of exercising rights and obligations, and not the School Gimnasio Moderno, which is the owner of the foundation. For the integration or appointment of each of the entities indicated above, the statutes of the foundation provide a circular designation system by virtue of which the Electors Body elects the twelve members of the Full Chamber; they then appoint the seven members of the Superior Council and they have the power to propose, for the approval of the Full Chamber, the names of the people who must be registered in the Electors Body.
The Electors Body
The Electors Body is the basis on which the democratic structure of the foundation rests. The Electors Body is made up of those who are statutorily called benefactors of the foundation, a limited number of students as well as employees, alumni and other people from the community who have earned the honor of belonging to this body. Their main duty is to serve as born protectors of the foundation and exercise their right to vote to elect the twelve members of the Full Chamber.
The Full Chamber
The Full Chamber, as noted above, is made up of twelve people elected for indefinite reelection periods of three years. It meets three times in the ordinary way during the year at the call of its president and its acts are called “agreements”. In the first of these meetings, it basically receives the reports of the Superior Council, the principal, the attorney and the tax auditor. In the second meeting, it introduces its new members and considers a report of the activities of the school in the first semester; in the third meeting, inspects the budget for the following year and designates the directors who will form part of the Superior Council for the annual period that begins on January 1st. In addition to these functions, it has the power to reform the statutes of the foundation, to freely remove, with the vote of two thirds of its members, one or more of the members of the Superior Council, and to fill the vacancies that may exist within it, among other things.
The Superior Council
The Superior Council, for its part, is the depositary of the foundation’s sovereignty and in this sense it is its highest management body. It is made up of seven members who are elected by the Full Chamber for periods of one year, re-eligible indefinitely. It naturally resides in the administrative and educational orientation of the school in accordance with its founding ideals. It is chaired by an internally elected director and has a secretary. As the supreme body, it carries out a meeting in its own right and ordinarily at least once a month; Its acts are called “resolutions” and its sessions are duly documented in minutes that reflect the history of the school in its day to day activity.
Its specific functions, according to the statutes of the foundation, are of a naturally executive and advisory nature and include, among others, the faculty to approve the legal businesses that impose obligations on the foundation; the power to freely appoint and remove the principal, the attorney, their alternates and the general secretary; the approval of the educational policy, together with the teaching plans proposed by the principal, and establish rules for the government of the Gimnasio Moderno or any other educational institution owned by the foundation. Likewise, in accordance with its purpose, it controls or rejects to the accounts of the administration of the assets of the foundation that the attorney presents for its consideration.
